What is MENA?  I hear you ask.  Well, if you’re operating in the Middle East and Africa, you probably know.  But if you’re not … well, that’s what it stands for.

Running HR in the Middle East is rarely a one-size-fits-all job. A single company might employ people across Saudi Arabia, the UAE, Jordan, and Egypt, and each of those markets comes with its own payroll rules, social insurance schemes, wage protection requirements, and labor laws. On top of that, HR teams are expected to keep attendance accurate, manage leave and performance reviews, and give employees a smooth self-service experience, all while staying audit-ready for local authorities. Trying to stitch this together with spreadsheets or software built for a different region usually creates more work than it saves.

That is why more MENA businesses are turning to HR and payroll solutions that were actually designed with the region in mind, rather than global systems retrofitted with a few local add-ons afterward. A platform that already understands GOSI contributions in Saudi Arabia, WPS filing in the UAE, and end-of-service benefit calculations across the Gulf can save HR teams from having to build workarounds themselves. The right system does more than automate payslips: it becomes the backbone that keeps a growing, multi-country workforce compliant and organized as the business scales.

In this ZandaX article, we take a closer look at five platforms built specifically for MENA employers, along with the type of business each one tends to suit best.

1. ZenHR

ZenHR is a platform built from the ground up for businesses across the Middle East and North Africa. Instead of forcing every market into a single generic payroll model, the platform is localized for eleven countries in the region, including Saudi Arabia, the UAE, Jordan, Egypt, Iraq, and Kuwait, so businesses can manage each entity according to its own local requirements without losing a unified view of the organization.

Its HR suite is broad. Payroll and time and attendance sit alongside employee and manager self-service tools, performance evaluation workflows, applicant tracking for recruitment, and reporting and analytics that give leadership visibility into workforce trends. On the payroll side, ZenHR automates salary and deduction calculations, supports multiple currencies for companies paying staff in different markets, and allows cost-center allocation so departments and projects can be tracked separately. In Saudi Arabia specifically, it integrates directly with Mudad, Muqeem, and GOSI, and it supports WPS requirements, which removes a considerable amount of manual compliance work from HR teams' plates. ZenHR also accommodates multi-branch and multi-entity structures, making it easier for companies with several offices or legal entities to administer payroll from one place instead of juggling separate systems.

Best suited for: organizations of different sizes that need a comprehensive system with strong MENA localization, particularly businesses operating across multiple regional markets.

2. gulfHR

gulfHR is a regional HRMS (Human Resource Management System) built around the workforce and payroll needs of businesses operating in the GCC and wider Middle East. Because it is designed specifically for this region, it tends to feel like a more natural fit for companies that need payroll to work hand in hand with employee administration and local compliance, rather than treating those as separate concerns.

It brings together payroll management, HR administration, leave management, employee records, and configurable company structures. Its engine is built for the realities of Gulf employment: it handles WPS-compliant processing, calculates end-of-service benefits, and manages allowances, commissions, bonuses, overtime rules, and varied pay structures without requiring heavy manual adjustment. gulfHR is also built to support centralized organizations that operate across multiple entities and regions, which means businesses with more complex corporate structures can run payroll for the whole group from a single system rather than maintaining parallel processes for each entity.

Best suited for: GCC-based organizations with complex structures, multiple entities, or established HR departments looking for a regionally focused HRMS.

3. Paylite HRMS

Paylite HRMS is a Dubai-based solution built for companies operating across the GCC and the broader Middle East. Rather than focusing narrowly on payroll, it combines administration with tools that support other stages of workforce management, giving HR teams a single place to manage the employee lifecycle.

Employees benefit directly from self-service features. Through employee self-service, they can request leave, access payslips, and update their own information, while time and attendance tools and workforce planning capabilities reduce how much is needed to handle manually. The platform also extends into recruitment and performance management, so hiring and evaluating staff does not require a separate system. For UAE-based businesses, Paylite supports WPS along with SIF and EIF file generation, and it manages gratuity and final-settlement calculations as well as pension calculations for UAE nationals. Its Saudi localization is built to address the country's own payroll and compliance requirements, which makes it extremely useful for companies operating in both markets at once.

Best suited for: SMEs and larger GCC companies that want to combine payroll, employee administration, recruitment, attendance, and talent management within a single regional system.

4. Yomly

Yomly is a cloud-based system aimed particularly at enterprise-level workforce management in the GCC and neighboring markets. It was built to centralize people, payroll, and compliance processes for organizations managing larger teams or workforces spread across multiple locations.

On the HR side, the platform covers onboarding, leave management, performance tracking, and document management, giving larger organizations a consistent way to manage employees regardless of where they are based. Its tools automate salary calculations while also handling WPS file generation, payslip distribution, and tax compliance obligations, along with multi-country processes for businesses that operate beyond a single market. Yomly states that it supports operations across more than fifty countries while still maintaining the depth of functionality needed for UAE and GCC-specific requirements, which can be a meaningful advantage for regional organizations that also run operations further afield.

Best suited for: larger businesses and enterprises that need scalable infrastructure for workforces spread across the GCC and additional international markets.

5. palm.hr

palm.hr provides an all-in-one environment designed around the needs of companies operating in the Middle East. Its focus is on simplifying everyday people operations while still offering the localized functionality that regional employers require.

With palm.hr, businesses can centralize employee information, automate payroll, and manage time and attendance from a single platform, while also handling expenses and loans without relying on separate tools. The platform extends further into performance management, recruitment, and project time tracking, and it connects with a range of financial and business applications to keep HR and finance data aligned. Its functionality is built to accommodate multiple countries, multiple companies, and multiple currencies at once, which suits businesses that are expanding regionally rather than operating in a single market. On the integration side, palm.hr connects with systems such as Xero, Microsoft Dynamics, NetSuite, QuickBooks, Odoo, and Zoho, along with regional accounting applications, helping teams avoid duplicated data entry and administrative work.

Best suited for: startups, SMEs, and growing Middle Eastern businesses looking for an accessible HR platform that can expand beyond basic payroll and employee-record management.

Choosing the Best HR & Payroll Software

There is no single solution that fits every Middle Eastern business, and the right choice usually comes down to where a company operates and how complex its structure is. Companies should compare how deep each solution's localization actually goes in the countries where they employ people, alongside payroll compliance capabilities, available integrations, employee self-service features, reporting depth, and overall scalability as the business grows.

HR manager happy with choice of software

A company operating in just one GCC country may place more value on simplicity and strong local support, since its compliance needs are relatively contained. A multi-country organization, on the other hand, will likely get more value from solutions that offer multi-entity payroll and centralized workforce management, since those features become essential once data starts spanning several jurisdictions at once. Taking the time to map out these priorities before choosing a platform can save businesses from having to migrate systems again just a year or two down the line.
